The Fourth Industrial Fair for National Promotion (Dai-yonkai Naikoku Kangyô hakuran kai) opened on April 1, 1895 and ended on July 31, 1895. According to the chronology of the Emperor Meiji, he visited the fair on May 24, 1895. We see some sort of elaborate topiary gate and crowds of well-wishers welcoming him. The fair took place in Kyoto Okazaki Park. This picture must show the occasion of the Emperor’s arrival at the gate which says “Merchants of Tokyo” on the left, and “Welcoming Party by Volunteers” on the right.
